Always hire contractors that are 

*Licensed
*Bonded 
*Insured

How to check? go to www.State of Washington Department of Labor and Industries. Look for "Hiring a Contractor Electrician or Plumber" lookup button.
Enter the Contractor's License of the Contractor you are checking on.
 

You will be able to see how long that particular contractor has had that license, if he has required bonding and  insurance and if there has ever been any claims against his bond.

If the contractor does not appear or has an expired or suspended license, you will not be protected by the
Washington State requirements put in place to protect consumers.
